Heads of Latvia, Estonia Urges for Diplomatic Talks with Russia
Latvian Prime Minister Evika Silina and Estonian President Alar Karis both emphasized the need for Europe to participate in negotiations, noting that Ukrainian representatives have already begun talks. “We have to be at the negotiation table because Ukrainians themselves have started to negotiate. So why should Europeans not negotiate?” Silina said.
Karis added that the European Union should have taken the initiative earlier. “We should have a say as well, but you see, we are a bit late. We should have started it, maybe not [US] President [Donald] Trump, but maybe the European Union,” he remarked.
The proposal has stirred divisions among major European powers. It has received support from French President Emmanuel Macron and Italian Prime Minister Giorgia Meloni, while German Chancellor Merz has dismissed it entirely.
To date, Washington has been the primary mediator in direct negotiations with Moscow for nearly a year. Meanwhile, the EU has focused on imposing sanctions against Russia and providing diplomatic, military, and financial support to Ukraine, with several member states—including the Baltic nations—opposing reengagement with Moscow.
The first Moscow-Kiev-Washington talks since February 2022 took place in Abu Dhabi from January 23-24. Officials described the discussions as constructive, though they did not result in any formal agreements.
